"Centre plans initiative to boost execution of tribal schemes":


Context

  • A two-day “Adi Anveshan” National Conference was organised by the Ministry of Tribal Affairs at Vanijya Bhavan, New Delhi.

  • Attended by State and Central officials involved in tribal welfare.


Key Insight

  • Core problem in tribal development is not the lack of schemes, but:

    • A “lack of motivation” among implementing officials.

    • Ineffective delivery despite presence of adequate schemes and resources.


New Initiative: “Adi Karmyogi” Programme

  • Announced by: Union Tribal Affairs Minister Jual Oram.

  • Objective: Build a dedicated cadre of officers focused on:

    • Citizen-centric ideation

    • Purpose-driven service delivery

    • Better implementation of tribal welfare schemes


Capacity Building Goals

  • Target: 20 lakh field-level stakeholders.

  • Training Plan:

    • 180 State-level trainers

    • 3,000+ District-level trainers

    • 15,000+ Block-level trainers


Issues Highlighted

  • Poor conditions in tribal areas: healthcare, education, and access to services.

  • Existing schemes fail due to:

    • Routine administrative mindset

    • Lack of proactive, accountable approach


Strategy
