Background

  • Government of India declared Janjatiya Gaurav Varsh (15 Nov 2024 – 15 Nov 2025).

  • Part of Adi Karmayogi Abhiyanworld’s largest tribal grassroots leadership mission.

  • Launched on 17 Sept 2025 at Dhar, Madhya Pradesh by the Prime Minister.

  • Aims to empower 11.5 crore tribal citizens across 1 lakh villages & tolas in 30 States/UTs.

Tribal Village Vision 2030 Declaration (2 Oct 2025)

the Ministry of Tribal Affairs launched the Adi Karmayogi Abhiyan, envisaged as the world’s largest tribal grassroots leadership mission, reaching over 11.5 crore tribal citizens across 1 lakh villages & tolas in 30 States/UTs.

"tola" is a term for a very small, rural community, often a collection of homes.

  • Historic adoption through Special Gram Sabhas.

  • Participatory process: Transect Walks, Focused Group Discussions (FGDs), Gap Analysis.

  • Ensures every tribal community defines its own development priorities till 2040, aligned with Viksit Bharat@2047.

Key Features

  1. Community-Led Development: Villagers co-create goals in education, health, livelihood, inclusion, infrastructure.

  2. Integration with Government Schemes: PM JANMAN, Dharti Aaba Janjatiya Gram Utkarsh Abhiyan 2.0, etc.

  3. Institutional Mechanism:

    • Adi Sewa Kendras – single-window service centres in every village.

    • Villagers contribute 1 hour/week voluntary service “Adi Sewa Samay”.

  4. Technology-Enabled Governance:

    • AI-powered Adi Vaani App – connects officers and communities in native languages.

    • Real-time grievance redressal & scheme delivery.

Scale of Participation

  • Coverage: ~300 districts, 46,040 villages, 3,000 blocks.

  • 78 lakh+ participants in village vision exercises.

  • 7.5 lakh+ Adi Sathi and Sahyogi engaged.

  • 23 lakh beneficiaries received entitlement cards (Aadhaar, PM Jan Dhan, PM Kisan, Ayushman Bharat).

Adi Karmayogi Abhiyan – Grassroots Leadership Model

  • 20 lakh officials, SHG women, youth trained as Adi Karmayogis in 7-day Governance Process Labs.

  • Objectives:

    • Ensure last-mile scheme delivery.

    • Promote convergence of resources.

    • Empower tribal citizens as equal partners in governance.

  • Builds on constitutional provisions for STs (Art. 244, PESA Act, FRA 2006).

  • Reinforces Gram Sabha as nucleus of decision-making in Scheduled Areas.

  • Leverages Digital India + Janjatiya empowerment synergy.

  • Total outlay: ₹79,156 crore

    • Central Share: ₹56,333 crore

    • State Share: ₹22,823 crore

  • Cabinet approval: 18th September 2024.

  • Named after Dharti Aaba Birsa Munda, symbol of tribal pride and freedom struggle.

Coverage

  • Beneficiaries: >5 crore tribal people.

  • Reach: 63,843 villages across 549 districts & 2,911 blocks.

  • Scope: Tribal-majority villages + Aspirational Blocks in 30 States/UTs.

Objectives

  • Ensure holistic and sustainable development of tribal areas.

  • Achieve saturation of critical gaps in:

    • Social infrastructure

    • Health & Nutrition

    • Education

    • Livelihood & Skill development

    • Housing, Connectivity, Financial inclusion

  • Promote convergence of 17 Line Ministries via 25 interventions.

  • Strengthen self-governance and align with Viksit Bharat@2047 goals.

Linkage with PM-JANMAN

  • PM-JANMAN (Janjatiya Adhikar Mahabhiyan) launched on 15th November 2023 (Janjatiya Gaurav Diwas).

    • Budget: ₹24,104 crore.

    • Focus: Particularly Vulnerable Tribal Groups (PVTGs).

    • Achievements: In 10 months, projects worth ₹10,000 crore sanctioned; 40,000 houses completed; 50,000 families received 1st instalment for housing in Sept 2024.

  • DAJGUA builds on PM-JANMAN, expanding coverage from PVTGs to all tribal-majority areas.
