Background

  • The Election Commission (EC) has revised guidelines for Electronic Voting Machine (EVM) ballot papers under Rule 49B of the Conduct of Elections Rules, 1961.

  • The changes will be implemented beginning with the Bihar Assembly elections.

Key Features of the Revised Norms

  1. Colour Photographs of Candidates

    • Candidate photographs on ballot papers will now be in colour.

    • Candidate’s face will occupy ¾ of the photo space for better visibility..

    • If a candidate provides only a black-and-white photo, that will be used.

  2. Serial Numbers

    • Printed in the international form of Indian numerals (1, 2, 3 …).

  3. Ballot Paper Specifications

    • For Assembly elections: pink-coloured paper with specified RGB values.

    • Maximum of 15 candidates per sheet; NOTA placed after the last candidate.

    • If total candidates + NOTA are fewer than 16, the space below remains blank.

  4. Printing Norms

    • To be carried out preferably at government/semi-government presses.

    • Private presses may be used only if required capacity is not available, with strict safety provisions.

  • Clarity & Readability: Bigger fonts, colour photos improve visibility, reducing voter confusion.

  • Inclusivity: Helps illiterate or elderly voters identify candidates easily.

  • Trust & Transparency: Enhances credibility of the voting process, reduces scope for impersonation.
