Background

MPLADS: Member of Parliament Local Area Development Scheme.

Annual entitlement: ₹5 crore per MP since 2011–12.

Earlier: Funds released in two instalments of ₹2.5 crore each to District Authorities.

From 1 April 2023: Launch of eSAKSHI portal → full ₹5 crore released in one instalment at the start of the financial year or MP’s term (as per Ministry of Finance guidelines).

Equal entitlement for all MPs irrespective of constituency’s location (rural/urban) or population size.

Objective
Enables MPs to recommend works for creation of durable community assets based on locally felt needs in priority areas:

Min. 15% of entitlement for Scheduled Caste (SC) areas.

Focus on durable assets; certain non-durable items also allowed per guidelines.

Trusts/societies for tribal welfare: ceiling of ₹75 lakh (with conditions).

Annual constituency-level competition for innovative development ideas.

Awards: Top 3 ideas get cash prizes; next 5 get certificates.

Implementation Mechanism
-
Nodal District: MP to choose and inform MoSPI, State Govt., and District Magistrate.
-
Fund Flow: Earlier—two instalments of ₹2.5 crore each; from April 2023, via eSAKSHI—full ₹5 crore in one instalment at the start of the year/term.

Recommendation Process: MP sends recommendations on letterhead to District Authority.
In case, recommendations received by the District Authority exceeds the entitlement of the MP, priority will be as per the principle of first received to be first considered.

Project Sanction:
-
All eligible works to be sanctioned within 75 days of recommendation.
-
If rejected, MP to be informed within 45 days with reasons.

Execution: Implementing Agency selected by District Authority for quality and timely completion.
-
Convergence: Can combine with funds from Central/State schemes or local bodies; other funds to be used first.

Visibility: All works to have a permanent plaque mentioning “Member of Parliament Local Area Development Scheme Work” with cost, dates, and MP’s name.
Cancellation of Sanctioned Works
An MP can request cancellation of a sanctioned work only if:
The work has not started execution.
The cancellation will not cause any contractual or financial liability to the Government.
Abandonment / Stoppage of Works in Progress
If a project already in progress needs to be stopped for compelling reasons:
The case must be sent to the State Nodal Department with full justification.
The State Nodal Department will decide and inform both the Government of India and the concerned MP.
Restriction on Changes
Once a work has started, the MP cannot change it, even if re-elected in the next term.
